Task (Cambridge C1 Advanced, Part 2)
Question: You work for a local community organisation that is preparing a report for the municipal government regarding public health. The government has recently proposed a new policy to privatise certain aspects of local healthcare to reduce waiting times.
Write a REPORT for the local government. In your report, you should: * Analyse the potential impact of privatisation on healthcare access for low-income families. * Discuss whether the reduction in waiting times justifies the potential increase in costs. * Suggest alternative ways to improve efficiency without compromising accessibility.
Write 220–260 words.
Tips (en español)
- Structure: Para un report, utiliza subtítulos claros para cada sección. Esto ayuda al lector a navegar por la información y demuestra control organizativo.
- Register: Mantén un tono formal y objetivo. Evita contracciones (don't, can't) y el uso de la primera persona del singular (I think). En su lugar, usa estructuras impersonales (It is argued that...).
- Linking: Utiliza conectores de transición avanzados para guiar al lector (e.g., Furthermore, Conversely, In light of the above). No te limites a los básicos como and o but.
- Hedging (Cautela): En temas de políticas públicas, no afirmes verdades absolutas. Usa "hedging" para sonar más académico (It could be argued that..., This might lead to...).
- Evaluación de ideas: No te limites a listar hechos. Debes analizar las consecuencias. Si mencionas un beneficio, contrapón inmediatamente el riesgo para mostrar un pensamiento crítico de nivel C1.
- Time management: Dedica 5 minutos a planificar los subtítulos y la estructura antes de escribir. En el examen, el tiempo es vital; no escribas de más, mantente en el rango de 220-260 palabras.

Impact on Accessibility While the primary goal of privatisation is to streamline services, there is a significant risk regarding healthcare equity. It could be argued that introducing private elements may create a two-tier system. Low-income families, who rely heavily on public provision, might face insurmountable financial barriers. Consequently, if essential services are shifted to a profit-driven model, the gap between different socio-economic groups could widen significantly.
Efficiency vs. Cost It is widely recognised that privatisation can reduce waiting times through increased competition and resource allocation. However, it must be considered whether these marginal improvements in speed justify the increased cost to the taxpayer and the individual. There is a danger that the focus on efficiency might lead to the neglect of preventative care, which is vital for long-term public health.
Recommendations To address these concerns, it is recommended that the government explores alternative efficiency measures. Investing in digital health infrastructure could reduce administrative burdens without compromising access.
